Employment/Hobbies: Self-appointed Enclave commander; seeks to rebuild and reform the Enclave. Trying to program a new President Eden from scratch, but making zero progress.
Companion: "Cuddles", a domesticated Deathclaw raised from a 'pup'. Born from two Deathclaws under mind control, and the first of a new program of Deathclaw breeding and domestication. He has been neutered, and vaccinated.

Personality: Isaac Horrigan is a well-educated, charismatic, and very intelligent young man born into the Enclave. He is commonly asked if he is related to Frank Horrigan, the terrifying Secret Service agent from the pre-Eden age, to which he replies that it is merely a coincidence that they share the same last name.

He was an avid supporter of President John Henry Eden, and thought that the man was a hero. It wasn't until earlier that year that he learned that, by sneaking into Colonel Autumn's room while he was at Project Purity, President Eden was a computer, and believed in killing off Wastelanders exposed to radiation through the FEV virus. He has since dedicated his time to rebuilding the Enclave, and reforming it to meet the standards President Eden portrayed over Enclave Radio, that the Enclave wanted to help the Wasteland. He knows full well that their reputation will be nearly impossible to fix, but he is determined to do so.

When Autumn was killed and the Enclave was left without a leader, Isaac appointed himself as an unofficial 'leader' (though he will never admit it), and seeks to change the Enclave from a brutal group of killers and schemers into a force truly capable of rebuilding America.

Of course, he is not without flaws. He does share some of Eden's views, such as that the Brotherhood of Steel is a crazy, technology-worshipping cult, and that Raiders and Slavers are the scum of the earth. While Isaac would indeed make an effort to attempt to get along with the Brotherhood, if Isaac had his way, every Raider and Slaver would be strung up by their spinal cords and hanging from trees. He is also extremely wrapped up in trying to program a new President Eden, which requires him to build a ZAX supercomputer from scratch, and then program it by himself. He is too prideful to accept help from others, and has spent 32 hours at a time, fueled only by mentats and huge amounts of Nuka-Cola, trying to replicate Eden's personality verbatim (minus the genocidal ideology). When asked about his secret project, Isaac stupidly replied that he is trying to perfect the Grognak the Barbarian MMO that was supposedly in production. He was too tired at the time to realize that this was a very, very bad lie.

If you can't tell, Isaac has a bit of an OCD problem, in that he's a perfectionist. It's not that he absolutely can't program a new President Eden; it's that he isn't satisfied with the work he has done. He wants this President Eden to be perfect, and be an almost exact copy of the former Eden. Whenever he sees a flaw he has made, he curses himself, and then rewrites the entire section of coding, trying to fix every little mistake, down to the tiniest detail.

His refusal to accept failure is also seen with his followers. He is not abusive, by any stretch of the imagination; however, if someone screws up a mission bad enough, he punishes them severely through harsh demotions, and making them do things such as scrubbing the desk of the Mobile Crawler. On the converse, he would reward those who perform well. He has also been known to punish himself (though no one knows why he does it [it's because he's trying to make a new Eden]) by denying himself meals, or if he absolutely needs to eat, eats something that doesn't taste very good. This arouses suspicion among other Enclave members.

History: Isaac Horrigan's last name is a pure coincidence; he is not related to Frank Horrigan, the Super Mutant who served President Dick Richardson.

He was born in Raven Rock, and was thus given access to a high-quality education, full of American history, arithmetic, and Enclave propaganda. To him, President Eden was a hero; he was captivated by his speeches, and thought the world of him. You can imagine it was quite a shock when he read Colonel Autumn's memoirs, that Eden wanted to kill off the entire wasteland.

Having reached the rank of Lieutenant upon graduation from the Enclave military academy, President Eden found out about Isaac's escapade into Autumn's private quarters, and was reassigned to Adam's Air Force Base as a disciplinary action. Coincidentally, this was the day before the Lone Wanderer destroyed Raven Rock.

Isaac was devastated. All of his friends were killed, including President Eden. He felt like his entire world was turned upside down. It then became his personal mission to restore the good name of the Enclave, and wanted to see the Enclave be the Enclave that the Wasteland needed and deserved; something to look up to, respect, and follow.

Isaac then appointed himself as an unofficial leader of the Enclave; at first nobody followed him, but soon, his speeches and motivational lectures gained the attention of the other soldiers and scientists. He refused to call himself a leader, however; rather, he saw himself as a visionary. He wanted to restore democracy, the rights of the people, and help the Wasteland, rather than dominate it and kill it off. He instituted several programs, such as an attempt to create an abundant supply of Rad-Away, and a possible vaccine against the FEV that might be able to reduce the Super Mutant population. He also started a program to domesticate Deathclaws, involving mind controlled parents, separating the off-spring from the parents, neutering/spaying them, and giving them drugs that would lower their aggression just enough to make them tame.

He knew that the Enclave was now hated, however. He knew that Three Dog had killed their reputation beyond repair, and that once word got out about Eden's true intentions, the Enclave would be loathed even more. He now wants to do everything he can to fix their reputation, and help the Wasteland in any way he could. He felt that Eden's speeches, promises, and optimism meant nothing if someone didn't attempt to follow through on those promises - and that is something he is determined to do.

Preferred Weapons: A modified Plasma Pistol, modified to be as accurate as a Laser Pistol, but with a higher rate of fire and lower recoil. He wants to mass-produce this someday, when there are enough funds/resources.

Preferred Armor: Isaac wears a clean, black business suit, with a black tie. His dress shirt under the suit jacket is a bright white, and on the left 'flap' of the suit jacket is a small white Enclave symbol pin. He also has a silver watch on his write wrist, that was given to him by his father the day he graduated from the academy. Both of the cufflinks on his suit bear the Enclave emblem against an onyx background. He occasionally wears an officer's overcoat, similar to that worn by Colonel Autumn.

Motto: "The Enclave made a promise. I intend to keep it."

Perks:

  • Wired Reflexes: The Enclave Department of Research & Development created a new VATS program, and Isaac was given the prototype by inserting a microchip into his spinal cord. Along with vastly increased accuracy, Isaac is now gifted with an increased reaction time, increasing his effectiveness in close-quarters combat and at a distance. He still needs to be aware of danger, however, in order for the new program to activate. This is because it is fueled by adrenaline. NOTE: This does not make him immune to fatigue and exertion.
  • Cyborg: Pleased by his new wired reflexes, Isaac volunteered to have certain bones and muscles replaced with artificial implants. His arms, legs, ribcage, vertebrae, feet, and hands have been deconstructed and rebuilt using a state-of-the-art endoskeleton, fueled by the natural electrical impulses created by the heart, lungs, and nerves. This has gifted him with a far more effective and durable fighting capabilities, and grants him the energy to operate at peak performance for far longer than others. His skin is synthetic as a result, and is prone to cuts, scrapes, and infection; but beyond that, he appears perfectly normal, and you could never tell he had any work done by looking at him, even while naked. NOTE: This does not make him immune to pain, due to the artificial nerves implanted in his skin and synthetic muscles. This also does not make him immune to fatigue; while he may last longer physically, his brain can become tired just as easily as anyone else, and requires rest just like you or me.
  • Robotics Expert: He has become far more knowledgeable in the art of robotic programming and construction simply by modifying himself.
